1.	The proposed development is considered by the local planning authority to have an adverse impact upon the adjacent residential properties as a result of the siting, form and scale of the development which would have an adverse impact upon the residential amenity and enjoyment of the rear garden areas of existing dwellings and which would dominate the outlook of the 'The Orchards' in particular because of the close proximity of the proposed dwellings; the proposal is therefore considered to be contrary to Policy HOU7 of the Great Yarmouth Borough Wide Local Plan 2001 that does not pertmit development under such circumstances.
