1.The proposal is contrary to the provisions of the Great Yarmouth Borough Wide Plan including, in particular, policy HOU7. In the absence of further evidence as requested by Norfolk County Highways, The proposed development would lead to the creation of an access on a stretch of classified highway where the principle function is that of carrying traffic freely and safely between centres of population. THe vehicle movements associated with the use of the access would lead to conflict and interference with the passage of through vehicles to the detriment of tht principle function and introduce a further point of possible traffic conflict, being detrimental to highway safety.
2.Notwithstanding the above Highway issues it is considered that in view of the layout and density of the proposed development that,if allowed, it would create a detrimetnal impact to adjacent occupiers and would constitute an overdevelopment of the site.In addition the dwellings would lack any proper road frontage and would be served by an inconvenient access contrary to the principles of good planning.
