1.	The proposal to change the use of the this large former residential care home into 6 residential flats constitutes an over-intense use of the site, which would lead to a form of development out of character with the surrounding properties and would be significantly detrimental to the occupiers of adjoining residential properties by reason of additional disturbance and is thereby considered contrary to policy HOU7 (A), HOU22 and HOU23 (B, C, E & F) of the adopted version of the Great yarmouth Borough-Wide Local Plan.
