1.	The proposal to create a car parking bay on the east side of Cliff Hill which is within Conservation Area No. 12 would be contrary to Policy BNV10 of the Great Yarmouth Borough-Wide Local Plan. The formation of a hard surfaced parking area across the full width of the garden, when seen in conjunction with the existing hard surface to the north, would be an alien feature which would detract from the historic character and appearance of the Conservation Area and would be detrimental to the visual amenities of the street scene. Unlike the properties on either side, which do not have access at the rear, no 37 Cliff Hill has an existing garage and access from Drudge Road and there are no extenuating circumstances in this case to allow approval of this application.
