| 1. | The conversion of a single dwelling to four apartments together with the construction of an additional, attached dwelling would result in an overdevelopment of the site that would be likely to lead to disturbance to occupiers of adjoining dwellings by virtue of the intensification of use and additional vehicular movements associated with the increased number of dwelling units. A development of this nature would result in a loss of garden/amenity space and also set a precedent for the conversion of other dwellings on Marine Parade to flats leading to a change in the character of the area which consists, in the main, of substantial single dwellings on similar sized plots. The form of development proposed would be contrary to Policy HOU15 and criteria (A) and (E) of Policy HOU7 of the Borough-Wide Local Plan in that it would be significantly detrimental to the form and character of the area and to the residential amenities of the occupiers of adjoining dwellings. |
