1.The erection of a building consisting of six apartments on the site of a single dwelling is an overdevelopment of the site that would be likely to lead to disturbance to occupiers of adjoining dwellings by virtue of the intensification of use and additional vehicular movements associated with the increased number of dwelling units. The replacement of a large single dwelling standing on a substantial plot with a multi-occupied building would result in a loss of garden/amenity space and create a development that is out of character with the surrounding area which consists in the main of substantial single dwellings on similar size plots. A development of this nature would also set a precedent for the redevelopment of other dwellings on large plots with flats, leading to a change in character of the area. The form of development proposed would be contrary to Policy HOU15 and criteria (A) and (E) of Policy HOU7 of the Borough-Wide Local Plan in that it would be significantly detrimental to the form and character of the area and to the residential amenities of adjoining occupiers. Although it is not a 'Listed Building' the existing dwelling is of local importance and its loss would be contrary to Policy BNV8 of the Local Plan.
