| 1. | The Local Authority considers that the application to provide an extension to provide non food comparison goods in the location proposed fails to meet the sequential test requirements and the key objectives of Planning Policy Statement 6: Planning for Town Centres in that development, in this out of centre location, would undermine the vitality, viability and confidence of the Great Yarmouth town centre where there is sequentially preferable sites within and on the edge of the centre. In addition, the proposed development is contrary to the Norfolk Structure Plan (1999), Great Yarmouth Borough-Wide Local Plan (2001), the Great Yarmouth and Waveney Retail & Leisure Study 2006 and 1st EAST Urban Regeneration Company Area Action Plan which seek to promote town centre and edge of centre locations. |
| 2. | Circular 4/2001 requires that developers identify reasonably highway works capable of accommodating the assessed future traffic flows at the A12/A47 Vauxhall Roundabout which may be addressed by the submission of a Travel Plan to minimise the limited number of estimated movements likely to to access the superstore via the trunk road network. No suitable Travel Plan has been submitted as part of the application and the proposal is therefore considered unacceptable as the additional traffic generation associated with the development and its impact on the adjacent trunk road has been adequately assessed. |
| 3. | Planning Policy Statement 25 requires those proposing development are responsible for providing a Flood Risk Assessment to assess risks to all forms of flooding to and from the development taking climate change into account. The submitted Flood Risk Assessment contains inadequate information to demonstrate that the development and its users will be safe for the lifetime of the development. In particular the following matters have not been considered:-
i) The FRA needs to include a site survey showing existing and proposed ground level.
ii) No reference has been made to the expected flood levels on the site in the 1 in 200 year (plus climate change) event.
iii) After the ground and floor levels have been established the FRA needs to state the proposed finished floor levels. This is not an appropriate matter for determination at reserved matter stage.
iv) The FRA does not provide details on access and exit routes to and from the development.
v) The FRA does not provide details on evacuation and rescue plans for either the Great Yarmouth Borough or Asda. |
| 4. | The existing pedestrian route to the site from North Quay is inadequate and cannot be guaranteed in the short, medium or longer term to meet the needs of existing or future 'pedestrian shoppers'. The proposal is considered to not meet the requirements for the provisions for improved cyle and pedestrian links contained in Policies TCM30 and TCM 31 of the adopted Great Yarmouth Borough-Wide Local Plan that would be required by the proposed development. |
