1.	The application is considered by the local planning authority to be overdevelopment of this backland site and one that will create noise and disturbance to the occupiers of the existing adjacent residential dwellings as a result of the increased activity and noise associated with development in this location and one that does not take into account does not adequately take account of the existing trees and hedges on the site as required by of Planning Statement 9 (Biodiversity and Geological Considerations) and the obligations placed on the Authority in the Natural Environment and Rural Communities Act 2006. The proposal is therefore considered to be contrary to Planning Policy Statement 9 and Policy HOU 15,HOU 16 and NNV 16 of the Great Yarmouth Borough Wide Local Plan 2001 which seeks to guard against such unneighbourly development and protect the natural environment.
