| 1. | It is the policy of the Local Planning Authority, as contained within the adopted Great Yarmouth Borough-Wide Local Plan (Policy BNV13), to retain and enhance, by the control of development, those aspects of the existing built urban and rural environments which are fundamental to the Borough's traditional character and identity. The estate in which the application site is located was developed on the open-plan principle which, for the most part, has been adhered to, especially with regard to the erection of fences and walls forward of the positions originally designated. In this instance, it is considered that the proposal is contrary to the objectives of Policy BNV13 in that the fences, in their entirety, appear as an unduly prominent, stark and visually incongrous feature in the street scene, resulting in significant harm to the visual character of the locality. |
