1.The application site is outside any area defined in the adopted Great Yarmouth Borough - Wide Local Plan where residential development might be permitted. Outside these defined areas, Policy HOU10 of the plan only permits the erection of a new dwelling if it is required in connection with either agriculture, forestry, organised recreation or the expansion of an existing institution. In such cases it must be demonstrated that the new dwelling is essential in the interests of agriculture or good management and the proposal must have the unequivocal support of a suitably qualified independent appraisor. Government advice contained in Planning Policy Statement No7 (PPS7) acknowledges that one of the few circumstances where new dwellings may be permitted in the countryside is when accommodation is required to enable agricultural, forestry and certain other full time workers to live at or in the immediate vicinity of their place of work. It states however that all applications for planning permission for new occupational dwellings in the countryside should be thoroughly scrutinised to establish that the new dwelling is fully justified. Although an independent appraisal has been submitted in support of the application, the Local Planning Authority considers that the evidence which has been put forward is not sufficient to justify a new dwelling outside the defined development area. The proposal would therefore be contrary to Policy HOU10 of the Local Plan and the advice given in PPS7. (continued on next page)
2.In the areas around settlements shown on the Borough-wide Local Plan proposals maps as "landscape important to the setting of settlements",Policy NNV5 of the local plan states the Council will only permit development provided a developer can demonstrate essential need or that the development would not impinge on the physical separation between settlements or give rise to any other significant adverse impact. In this instance the erection of a dwelling on the site proposed would only serve to consolidate the existing sporadic development on Mill Road to the detriment of the rural character of this part of Burgh Castle. The proposal would thereby have a significant adverse impact on the area contary to Policy NNV5 of the Local Plan.
