| 17. | NOTES - Please read the following notes carefully:-
The applicants attention is drawn to the attached letter from Norfolk Constabulary ad the need to comply fully with their recommendations.
The details required by condition 12 should be to a sustainable design as recommended by the Evironment Agency, set out below:-
Prior to being discharged into any watercourse, surface water sewer or soakaway system, all surface water drainage from parking areas for less than fifty spaces and hardstandings should be passed through trapped gullies with an overall capacity compatible with the site being drained. This is to prevent pollution of the water environment. As an alternative to trapped gullies and positive piped systems consideration should be given to sustainable drainage schemes, e.g. porous paving. These schemes are encouraged as they aid in flood prevention, water conservation, and improve the quality of surface water run off.
In addition to the above, in order to minimise the use of resources and the production of waste, the Agency suggests the development incorporates principles of sustainable construction and design. These include passive systems using natural light, air movement and thermal mass, as well as solutions involving energy produced from renewable sources. There is opportunity to install water saving devices in buildings on the proposed development. Ater butts, low flush toilets and efficient applianceswould be obvious measures, but there may be opportunities for more innovative techniques such as grey water recycling. |
| 18. | REASON FOR APPROVAL OF THE APPLICATION :-
Subject to compliance with the above conditions, the Local Planning Authority considers that:-
1. the proposal meets the criteria for new dwellings within the village development limit in Caister-on-Sea set out in Policies HOU7 and 17 of the adopted Great Yarmouth Borough-Wide Local Plan.
2. the development would be adequately protected from the risks and effects of flooding. |
