1.	The application site being adjacent to the river and opposite one of the most active areas of the Port is an inappropriate location for residential development. Port operations take place 24 hours a day and the associated activity will inevitably generate disturbance to future occupiers by virtue of noise, dust and light particularly from night time operation. The proposal would be contrary to Policy HOU15 of the Great Yarmouth Borough-Wide Local Plan in that the proximity of the Port uses would not lead to a good quality of environment for the potential occupiers of the dwellings. The site is allocated for employment use in the Local Plan and the conversion of this building to residential would be contrary to this allocation. The proposal would also prejudice the aims of the Urban Regenaration Company to support the continued development and expansion of the Port in an area where Port related activity may give rise to disturance to residential occupiers.
