1.	The application, which proposes development of part of the curtilage of a Grade 2 Listed Building, is considered by the local planning authority to be contrary to Policy ENV7 of the Great Yarmouth Borough Wide Local Plan 2001, in that the development would erode the character and historic setting of the listed building. ENV7 only supports applications considered by the local planning to protect and preserve the character and setting, nor has the application convinced the local planning this is not the case.
