| 1. | Policy HOU8 of the adopted Great Yarmouth Borough - Wide Local Plan states that individual dwellings or small groups of dwellings may be permitted within the defined village development limit in Burgh Castle. In all cases certain criteria must be met including (C) that suitable access arrangements can be made. Policy TCM13 of the plan states that development will not be permitted where it would endanger highway safety or the satisfactory functioning of the local highway network. Back Lane is unsuitable to serve the development proposed by reason of its restricted carriageway width, lack of adequate passing provision, poor alignment and severely restricted levels of visibility at the junctions with High Road. The Local Planning Authority therefore considers that the proposal would not meet the requirements of the aforementioned policies; moreover, approval would create a precedent whereby it would be difficult to resist other applications of a similar nature in the vicinity, to the further detriment to highway safety for the users of Back Lane and High Road. |
