1. | The existing and proposed alternative site accesses are unsuitable to cater for any additional development whatsoever by reason of the severely restricted levels of visibility at their junction with the C454 Hemsby Road. Consequently, if permitted, the proposal would be likely to result in hazard and danger to road users and would, thereby, prejudice highway safety contrary to the objectives of Policies HOU15 and TCM13 of the adopted Great Yarmouth Borough-Wide Local Plan. |
2. | Inadequate information has been provided with the application to demonstrate whether or not the development would have an adverse effect on species protected by law, i.e. bats and nesting birds, particularly barn owls. The proposal does not, therefore, meet the requirement of criterion (C) of Policy BNV21 of the adopted Great Yarmouth Borough-Wide Local Plan, which is supported by the 'Biodiversity Supplementary Planning Guidance for Norfolk'. |
3. | The creation of first floor rooms with the consequent windows would introduce a degree of overlooking which would be unneighbourly and detrimental to the amenities of the adjoining residential property. Furthermore, the quality of residential environment that would be created by the proposed change of use would be significantly impaired by reason of the position of the building in relation to the busy highway which adjoins the site. The proposal is thus considered to be contrary to the objective of Policy HOU15 of the adopted Great Yarmouth Borough-Wide Local Plan.
