1.	The application site is within the Cliff Hill Conservation Area and, as such, it is the Local Planning Authority's duty to protect the area from insensitive development and only to allow proposals which would enhance the character and appearance of the Conservation Area. The proposed excavation of the land, removal of trees, erection of three dwellings and formation of a parking area would totally change the character and appearance of the area and would be an inappropriate form of development within the Conservation Area. The proposal is therefore contrary to Policy BNV10 and criterion (A) of Policy HOU7 of the Great Yarmouth Borough-Wide Local Plan which seek to protect the appearance of Conservation Areas and the form, character and setting of settlements.
