| 1. | The Local Planning Authority considers that the application in the location proposed fails to meet the sequential test requirements and key objectives of Planning Policy Statement 6: Planning for Town Centres in that development, in this out of centre location, would undermine the vitality, viability and confidence of the Great Yarmouth town centre where there is sequentially preferable sites within and on the edge of the centre. In addition, the proposed development is contrary to the Norfolk Structure Plan (1999), the Great Yarmouth Borough Wide Local Plan (2001), the Great Yarmouth and Waveney Retail & Leisure Study (2006) and the 1stEAST Urban Regeneration Company Area Action Plan which seek to promote town centre and edge of centre locations. In addition the proposed location is considered also unsustainable in terms of transport links and will not make a significant contribution to the retail offer and overall competitiveness of the town centre.
