| 1. | Policy HOU11 of the adopted Great Yarmouth Borough-Wide Local Plan states that outside the urban areas of Great Yarmouth, Gorleston and Bradwell and the Village Development Limits shown on the Proposals Map for other settlements, proposals for the change of use of existing buildings to residential use will be permitted provided that certain criteria can be met. The proposal is contrary to this policy in that (i) the applicants have not demonstrated that every reasonable attempt has been made to secure suitable commercial re-use of the buildings; or that residential conversion is a subordinate part of a scheme for commercial re-use (criteria (A) and (B) refer), and (ii) conversion to residential use cannot be achieved without extensive alteration and extension (criterion (C) refers). |
| 2. | The site of the proposal is within an area designated in the adopted Great Yarmouth Borough-Wide Local Plan as "Landscape Important to the Setting of Settlements" where the Borough Council will permit development provided a developer can demonstrate essential need or that the development would not impinge on the physical separation between settlements, or give rise to any other significant adverse impact. The proposal is contrary to this policy (Policy NNV5) in that the Borough Council considers that essential need has not been established and that the conversion of the outbuildings would consolidate a small scatter of development in the countryside beyond the main built-up area of the village to the detriment of the setting of the settlement. Furthermore, the site falls within an area designated in the Local Plan as "Landscape Important to the Broadland Scene" where the Borough Council will only permit development that would not have a significant adverse impact on the landscape character of the area (Policy NNV2 refers). For the reasons already given the proposal is also considered to be contrary to this policy.

| 3. | Policy BNV21 of the adopted Great Yarmouth Borough-Wide Local Plan states that in determining applications for the conversion of rural buildings the Council will require the applicant to: (i) prepare a survey of the building indicating the condition of its structure and fabric to show that the building would be repaired and/or adapted and not rebuilt, with all its significant original features and materials retained, unless it can be conclusively shown that elements to be replaced are unserviceable, and (ii) ensure that the conversion does not result in the loss of habitat for protected species such as bats and barn owls. The proposal is contrary to this policy in that the relevant surveys of the outbuildings have not been submitted. |
