1. | The Local Planning Authority considers that the existing use is a commercial enterprise, not a use that is ancillary to the quiet enjoyment of the existing dwelling; and that the proposed increase in the number of greyhounds kept on the land is likely to have an adverse impact on the residential amenities of the occupiers of adjacent and nearby property by reason of the noise and activity associated with that increase. The proposal is, therefore, contrary to Policy EMP18 of the adopted Great Yarmouth Borough-Wide Local Plan which only permits small scale businesses where it can be demonstrated that the proposed use would be compatible with and not significantly detrimental to adjoining and/or surrounding land uses, or would not significantly adversely affect occupiers of neighbouring premises. The applicant has failed to demonstrate to the satisfaction of the Local Planning Authority that the intensification of use, as proposed, would meet the requirements of this policy. |
