1.	The proposal is contrary to Policy INF13 of the Great Yarmouth Borough Wide Local Plan 2001 and Planning Policy Guidance 25 in that the development is located in an area identified at risk of flooding by the Environment Agency and the applicant has failed to demonstrate to the satisfaction of the Local Planning Authority that an appropriate minimum standard of flood defence can be maintained for the life time of the development, including suitable warning and evacuation procedures.
2.	It is considered that the previous uses of the site (or adjoining sites) may have caused or have the potential to cause, contamination of controlled waters and the Local Planning Authority is not satisfied that the condition of the site has been properly assessed to enable the Local Planning Authority to understand the contaminated condition of the site and that the proposed development is appropriate as a means of remediating any contamination as required by Planning Policy Statement 23 Planning and Pollution Control.
