The proposed use would be contrary to Criterion (B) of Policy SHP15 of the Great Yarmouth Borough-Wide Local Plan in that the proposal will have an adverse effect on the flats above the premises, the occupiers of which have no connection with the proposed use, by virtue of the likely noise and smell generated by the proposed use and by any external extract ventilation system that will have to be fitted.
