1.	Policy TR4 of the adopted Great Yarmouth Borough-Wide Local Plan states that proposals to change the use of tourist facilities, attractions or accommodation to purposes which are not tourist related will not be permitted where the site or premises are within primary holiday accommodation and primary holiday attraction areas, as shown on the Proposals Map contained in the Local Plan. The application site is within an area shown on the aforementioned map as "Prime Holiday Accommodation" and, consequently, the proposal to use the property for permanent residential occupation is contrary to the above policy, the objective of which is to safeguard valuable tourist resources and infrastructure.
2.	The removal of the condition to allow all year round occupation of the existing holiday bungalow would set a precedent for possible similar proposals in this area, the cumulative effect of which would put undue pressure upon roads, which are presently sub-standard, utilities, social and educational services and other infrastructural facilities.
