1.	Policy TCM13 of the Great Yarmouth Borough-Wide Local Plan states that development will not be permitted where it would endanger highway safety. The proposed access is contrary to this Policy in that the lack of a vehicle turning area within the site would give rise to unacceptable vehicle reversing/manoeuvring onto a busy section of Church Lane. Furthermore this interference with the safe operation of the public highway would be compounded by the unrestricted parking in the vicinity of the site which severely impinges upon visibility for vehicles emerging onto the carriageway.
