1.	The application site is within the part of King Street zoned as a 'secondary retail area' in the Great Yarmouth Borough-Wide Local plan. Policy SHP4, Criterion (B) of the Local Plan states that within such areas change of use to Class A3 will only be allowed if the proposal does not result in a concentration or predominance of non-retail uses which would detract from the vitality and viability of the frontage; Criterion (C) of the Policy states that change of use will only be acceptable providing it does not undermine the retail function of the frontage. There are already a considerable number of non-retail uses in this part of King Street and it is felt that another such use would be contrary to Criteria (B) and (C) of Policy SHP4 in that it would result in a concentration of such uses which would detract from the vitality, viability and retail function of the frontage.
