| 1. | Policy TR4 of the adopted Great Yarmouth Borough-Wide Local Plan states that proposals to change the use of tourist facilities, attractions or accommodation to purposes which are not tourist related will not be permitted where the site or premises are within primary holiday accommodation and primary holiday attraction areas, as shown on the Proposals Map contained in the Local Plan. The application site is within an area shown on the aforementioned map as "Prime Holiday Accommodation" and, consequently, the proposal for the erection of eight houses thereon is contrary to the above policy, the objective of which is to safeguard valuable tourist resources and infrasructure. |
| 2. | The proposed access and car parking arrangements, which would involve vehicles reversing directly onto or from the narrow public highway close to the junction with Rottenstone Lane, would result in conditions detrimental to highway/pedestrian safety contrary to Policy TCM13 of the adopted Great Yarmouth Borough-Wide Local Plan. |
| 3. | The Borough Council further considers that the proposal is contrary to the objective of Policy HOU15 of the adopted Great Yarmouth Borough-Wide Local Plan as it:- (a) constitutes an overdevelopment of the site which would be out of character with the surroundings, and (b) represents an unneighbourly form of development in that the adjoining properties would be likely to suffer a loss of privacy from any first floor windows on the eastern and southern elevations of the proposed houses.
