1.	The proposed erection of a pair of semi-detached houses within the present curtilage of 'Oldfield' constitutes an overdevelopment of the site which would cause significant harm to the living conditions of the occupants of the existing dwelling and be out of keeping with the surroundings. In these terms, therefore, it is considered that the proposal is contrary to Policies HOU7 (criteria A and E), HOU15 and HOU17 of the Great Yarmouth Borough-Wide Local Plan (adopted by the Borough Council on 23rd February 2001). Furthermore, the positioning of the proposed vehicular access to Plot 2 within the junction radii to the Ormesby First School would conflict with the existing pram and disabled buggy crossing and would thereby endanger highway safety contrary to Policy TCM13 and criterion (C) of Policy HOU7 of the Local Plan.
