1.	The proposal is considered by the Local Planning Authority to be overdevelopment of the site resulting in a cramped substandard form of accommodation lacking in part natural light, that would be detrimental to the future occupiers of the accommodation.
2.	The proposal is considered by the Local Planning Authority to be contrary to Policy TR12 of the Great Yarmouth Borough Wide Local plan 2001 in that the applicant has not demonstrated to the planning authority that the change of use which proposes an intensive form of permanent residential accommodation within a secondary holiday area as defined in the local plan will not have an adverse impact on the character of the area or the adjacent land users as required by the policy.
