1.The proposal is considered by the Local Planning Authority to contrary to Policy HOU7 (criteria A, C & E) of the Great Yarmouth Borough-Wide Local Plan in that the sub-division of the plot and adjoining land to erect six bungalows served by a partially improved access road (Garfield Terrace) in that the the form and character of the proposed development is considered detrimental to the amenities of the occupiers of adjacent properties and would be detriment to the form and character of the settlement. It is also considered that access which already provides access to nine dwellings is unsuitable to cater for any further dwellings due to the restricted width of the access adjacent to 31 Yarmouth Road
