| 1. | The applicant has failed to demonstrate to the Local Planning Authority that the proposal will not have an adverse impact upon the vitality and viability of the the Great Yarmouth and Gorleston shopping centres which was the original reason for limiting the retail floor area of the application site and adjacent retail units to control the individual and cumulative impact of the retail units on the shopping centres and if approved the proposal could set a precedent for the adjacent sites that the LOcal Planning Authority would find difficulty in resisting, the prosal is therefore contrary to Policy SHP1 of the Great Yarmouth Borough Wide Plan 2001.
