1.	The private track serving this site is unsuitable to cater for any additional vehicular use whatsoever by reason of its restricted levels of visibility in a northerly direction at its junction with the C456-Black Street. Consequently, if permitted, the proposal would be likely to cause danger and inconvenience to users of the public highway and would result in conditions detrimental to highway safety contrary to Policies TCM13 and HOU7/HOU8 of the Borough-Wide Local Plan (adopted by the Borough Council on 23rd February 2001).
