1.Policy HOU18 of the Great Yarmouth Borough-Wide Local Plan (adopted by the Borough Council on 23rd February 2001) states that extensions and alterations to dwellings will be permitted where the proposal: (i) is in keeping with the design of the dwelling and the character of the area; (ii) would not significantly affect the amenities of any neighbouring dwelling; and, (iii) would result in over-development of the site. The proposal is contrary to the objectives of this policy in that: (a) the dormer would, by reason of its size, design and external appearance, be out of keeping with the design of the existing dwelling and the character of the area, (b) the dormer and kitchen extension would, in view of their combined height and proximity to the boundary with the adjoining property to the north, detract from the residential amenity of that property by reason of loss of daylight and sunlight, and (c) the provision of a first floor sun terrace would have a significant adverse effect on the amenities of neighbouring dwellings by reason of loss of privacy.
