1.	The proposal constitutes an overintense use of the building and, if approved, the use of this mid-terrace property as residential flats of the limited size proposed would be likely to result in detriment to the residential amenities of the occupiers of the adjacent properties by reason of noise and general disturbance. Moreover the use of an external staircase to access the proposed units of accommodation would result in undue noise and disturbance to the residents of the nearby residential properties to the rear. The proposal would therefore be in conflict with criteria (b) and (f) and the objectives of Policy HOU23 of the Adopted Version of the Great Yarmouth Borough-Wide Local Plan.
