1.	The proposal because of its location, design and form is considered by the Local Planning Authority to be an inappropriate form of development which is contrary to Policies B1 and B11 of the Broads Local Plan 1997 and Policy ENV14 of the Norfolk Structure Plan 1999 in that it is damaging, both to the setting of the Bell Inn which is a Grade 2 Listed building and to the overall strategy for the Broads, which is to protect and enhance the built environment and which only permits development considered appropriate in location, scale and form.
