1.The proposal is contrary to Policy H7 of the Broads Local Plan 1997 Criteria a) in particular, in that the use of the buildings for residential accomodation involves considerable replacement of the structure of the majority of the existing buildings and extension which is tantamount to the erection of new dwellings in the the countryside, as such, the proposal is also contrary to Policy H2 of the Broads Plan 1997 which only permits development outsde development boundaries under exceptional circumstances none of which have been put forward in this application.
2.The site is located in an area at risk of flooding and the application does not contain suffient detail to demonstrate that any flood risk to the development will be successfully managed to ensure that the change of use to residential occupation is an appropriate use, the proposal is therfore contary to INF1 of the Broads Local Plan 1997 and Planning Policy Guidance Note 25.
3.The proposed development, if permitted, would lead to an increase in right hand turning movements at a location where there is inadequate forward visibility due to the horizontal alignment of the road which would interfere with the free and safe flow of traffic and cause danger and inconvenience to highway users, the proposal is therefore considered by the Local Planning Authority to be contrary to PolicY TC6 of the Broads Local Plan 1997. In addition the Highway Authority has an adopted policy of restricting development accessed off private roadways to no more than 5 dwellings, the indicated private drive already serves in excess of the permitted number.
