No.Condition Text
1.The development must be begun not later than five years beginning with the date of this permission. The reason for the condition is :- Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
2.The development shall be carried out in accordance with the amended plans Drawings No.352 Rev.C and Drawing No.352-4. The reason for the condition is :- For the avoidance of doubt.
3.Not withstanding the submitted drawings,prior to the commencement of development a full schedule of works including materials and internal and external finishes shall be submitted to and agreed in writing by the Local Planning Authority; the development shall then be carried out in accordance with the agreed details and retained in the approved condition thereafter. The reason for the condition is :- Because the precise details of materials have not been submitted as part of the application.
4.Notwithstanding the submitted plans prior to the commencement of development details of the new windows and doors (which shall be of timber construction unless otherwise agreed by the Local Planning Authority) in the form of 1-20 drawings shall be submitted to and agreed in writing by the Local Planning Authority. The reason for the condition is :- To ensure materials that are compatilble with and enhance the appearance of this Grade 2 Listed Building.
5.Prior to the commencement of development details of the Flood boards and fixings shall be submitted to and approved in writing by the Local Planning Authority: the Flood board nfixings shall then be fixed in accordance with the agreed details prior to the dwellings being first occupied and retained and used in the agreed manner and condition thereafter. The reason for the condition is :- Because the building is located in an area of risk of flooding and to ensure details that do not detract from the appearance of the building or the fabric of the building.
6.Prior to any development commencing on the site details shall be submitted of the 5 metre wide access road demarcated within the curtilage of the site and the proposed junction detail indicated where the access road adjoins Steam Mill Lane. A 6 metre radius should be included at the junction of the proposed access road and Steam Mill Lane together with "Give Way" white lining detail to accord with Norfolk County Council specification. The access shall be completed in accordance with such details as may be agreed prior to the occupation of the accommodation hereby permitted and the access shall thereafter be maintained to a standard to accord with the approved details. The reason for the condition is:- To ensure the provision of satisfactory highway approaches to the development.
7.Before the development is commenced a scheme of planting and landscaping shall be submitted for the approval of the Local Planning Authority and the planting of trees and shrubs shall be carried out in accordance with the scheme as approved within 9 months of the occupation of the dwelling on any plot to which the trees and shrubs relate. Any of these trees or shrubs which die, are removed, become seriously damaged or diseased within 5 years shall be replaced within one year by the applicants or their successors in title, unless the Local Planning Authority gives written consent to any variation. The reason for the condition is:- To enhance the visual amenities of the locality.
8.Prior to the residential units first being occupied Flood warning notices shall be erected on the site in accordance with the details of numbers, positions and wording all previously agreed in writing by the Local Planning Authority and the notices shall be retained and kept legible and clear of obstruction thereafter. The reason for the condition is:- In order to ensure that owners and occupiers of the premises are aware that the land is at risk of flooding.
9.NOTES - Please read the following notes carefully:- The Environment Agency comment as follows in respect of the above mentioned development:- Under the terms of the Water Resources Act 1991 and the Land Drainage Byelaws, the prior written consent of the Agency is required for any proposed works or structures either affecting or within 9 metres of tidal or fluvial flood defences. The site is below highest recorded tide levels and could be at risk from flooding from breach or overtopping of the defences. The applicant is advised that due to the proximity of the development to the river special consideration may have to be given to the form of any foundations due to the form and construction of the adjacent quay heading. Furthermore to enable any repairs to be carried out to the quay heading may require the temporary removal of the fencing to the private curtilageto the flat development. The applicant should be aware that on the river frontage, for navigational safety, any lights from the development which would be visible from the river should not reate glare towards the river and should not be capable of being mistaken for any form of navigational light, i.e by displaying redor green colours or flashing lights. The Local Planning Authority draws attention to the space requirements of the Port Authority for future maintenance and repair work to the quay heading which recommends that a five- metre wide strip of quayside is necessary and the applicant should take in the need for future access on the application site. Potential purchasers should be advised of the availability of the Environment Agency's Flood Warning Service for this stretch of coast and tidal river.
