| 1. | Policy SHP6 of the adopted Great Yarmouth Borough-wide Local Plan states that subject to highway and environmental considerations the Council will permit the provision of new local shopping facilities and non-retail commercial uses in neighbourhood and village shopping centres provided that the development is of a scale compatible with the size and character of the centre. In this instance the application site being in a rural setting well away from any defined development limit does not meet the requirements of the aforementioned policy and is an inappropriate location for the establishment of a commercial use. Moreover, the sporadic siting of retail uses in the countryside in locations where they can only realistically be reached by privated car is contrary to the underlying principles embodied in PPG1 which, in the interests of achieving sustainable patterns of development seeks to reduce reliance on the private car and emphasises the need to focus retail development in locations where a wide range of facilities are available to which customers have easy access by a choice of means of transport.

| 2. | Policy TCM13 of the adopted Great Yarmouth Borough-wide Local Plan states that development will not be permitted where it would endanger highway safety or the satsifactory functioning of the local highway network.
(i) The unclassified road serving the site is considered to be inadequate to serve the development proposed, by reason of its substandard construction and restricted visibility at the adjacent road junction with Beccles Road. The proposal, if permitted, would be likely to give rise to conditions detrimental to highway safety, contrary to Local Plan policy TCM13.
(ii) the proposal does not incorporate adequate on-site vehicular parking and manoeuvring faciities to the standard required by the Local Planning Authority. The proposal,if permitted, would therefore be likely to lead to an undesirable increase in on-street parking to the detriment of highway safety, contrary to Local Plan policy TCM13. |
| 3. | Policy EMP19 of the Great Yarmouth Borough-wide Local Plan states that where planning permission is required to facilitate working from home, permission will be granted provided the applicant can demonstrate that the proposed use would be compatible with, and not detrimental to adjoining and/or surrounding land uses, or would not significantly adversely affect occupiers of neighbouring premises. In this instance the commercial use and its associated vehicle movements would be likely to result in conditions detrimental to the residential amenities of occupiers of nearby properties and the rural character of the area. |
