1.	Policy REC11 of the adopted Great Yarmouth Borough-wide Local Plan states that the Borough Council will refuse proposals which would erode the provision of amenity open space or any other land which contributes positively to the community or street scene, as identified on the proposals map. Where not identified proposals will be treated on their individual merits. In this instance, on the basis of representations the Local Planning Authority has received from local residents, the amenity area which is the subject of this application contributes positively to the local community and its loss would be contrary to the above mentioned policy.
