| 1. | The proposal constitutes an unacceptable form of backland development in that the length of the drive and its relationship with the original property would be likely to give rise to servicing difficulties and disturbance to the occupants of both that property and the adjoining property to the east.
Moreover, the need to satisfy highway vision requirements and carve out a new access through foliage and in front of the existing dwelling, together with possible pressure for some further tree clearance around the area of garden indicated for the proposed dwellings would spoil, rather than preserve or enhance, the character and appearance of the Conservation Area, within which the application site is located.
Consequently, the proposal is considered to be contrary to the provisions of Policies HOU7/HOU8 and BNV10 of the Borough-Wide Local Plan (adopted by the Borough Council on 23rd February 2001). |
