1.	Planning Policy Guidance Note 25 states that those proposing development are responsible for providing an assessment of whether the proposed development is likely to be affected by flooding and whether it will increase flood risk elsewhere and of measures proposed to deal with these affects and risks. The proposal has not taken into account the flood risk associated with this development and is therefore contrary to the above mentioned guidance.
2.	The proposal to convert the former shop into a unit of bedsit accommodation constitutes an overintense use of the building and if approved the provision of accommodation of the limited size proposed would be likely to result in detriment to the residential amenities of the occupiers of the adjacent properties by reason of noise and general disturbance. The proposal would therefore be in conflict with criteria (b) and (f) and the objectives of Policy HOU23 of the Adopted Version of the Great Yarmouth Borough-Wide Local Plan.
