1.The proposal to construct dwellings in the curtilage of the building would involve the removal of Trees that are the subject of a Tree Preservation Order, Policy NNV23 of the Great Yarmouth Local Plan 2001 prohibits the removal of trees except in exceptional circumstances for good arboricultural reasons, none of which are relevant here, therefore the proposal is considered contrary to Policy NNV23.
2.The proposal is considered by the Local Planning Authority to be contrary to Policy REC 11 and BNV5 of the Great Yarmouth Local Plan 2001 in that development of the curtilage of the former Art School which is a Grade 2 Listed Building, will be harmful to the setting of the building and erode an area of amenity land that makes a positive contibution to the street scene.
3.The proposed conversion of the building and development of the rear curtilage is considered by the Local Planning Authority to represent over development of the site in that the proposal does not comply with the Local Planning Authority's adopted car parking standards and policy on open space provion, the proposal is therefore considered to be contrary to Policy HOU 23 of the Great Yarmouth Borough Wide Local Plan 2001.
