1.	The proposal is contrary to Policies TR20 and HOU12 (HOU8) of the Borough-Wide Local Plan (adopted by the Borough Council on 23rd February 2001) in that the site is served by an inadequate highway network and this is an inappropriate location for residential development in terms of the density of development which would result, i.e. the placing of three separate units of accommodation on the site.
