1.	The site is located in an area at high risk of flooding and development of the site would be contrary to Policy INF1 of the Broads Local Plan 1997 which does not permit development which would lead to a significant risk of fooding to people and property.
2.	Although the background of the applicant and reasons for the application have been made known to the Local Planning Authority the Candlemakers businness remains a Lawful Use on the adjoining site with the dedicated car parking for the shop forming part of this application site and removal of the existing car parking capability without formal revocation of the use would be contrary to Policy TC8 which requires on site parking and H1 of the Broads Local Plan 1997.
