| 1. | The proposal to erect a dwelling on what is presently part of the front garden of 5 Cooper Close would, in view of the limited depth of the site and the close proximity of the houses to the west, result in the creation of unsatisfactory living conditions for both the occupiers of those existing dwellings and the future occupants of the proposed house. In particular, the proposed development would have a significant adverse effect on the privacy and amenity of outlook currently enjoyed by the existing residents. The residential amenity of any new dwelling on the application site would similarly be impaired due to the proximity of the existing houses. The proposal is thus considered to be contrary to Policies HOU8, HOU15 and HOU17 of the Borough-Wide Local Plan (adopted by the Borough Council on 23rd February 2001). |
| 2. | The site is situated within a Tidal flood risk area as shown on the Environment Agency's Indicative Floodplain Maps. As such, it is deemed to sit within the 'High Risk Flood Zone' in Table 1 of the DLTR Planning Policy Guidance Note 25 - Development and Flood Risk. In accordance with PPG25, it is the applicant's responsibility to assess the specific nature of flood risk and the ability to provide the appropriate level of protection (where it does not already exist). No such Flood Risk Assessment has been submitted in this instance and the Borough Council is unable, therefore, to attach any weight to this issue. |
