1.The development must be begun not later than five years beginning with the date of this permission. The reason for the condition is :- Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
2.No development shall take place until full details of both hard and soft landscape works have been submitted to and approved in writing by the Local Planning Authority. These details shall include proposed finished levels or contours; means of enclosure; car parking layouts; other vehicle and pedestrian access and circulation areas; hard surfacing materials; minor artefacts and structures (e.g. furniture, refuse or other storage units, signs, lighting etc.). Soft landscape works shall include planting plans; written specifications (including cultivation and other operations associated with plant and grass establishment); schedules of plants, noting species, plant sizes and proposed numbers/densities where appropriate; and an implementation programme The reason for the condition is :- To ensure satisfactory development of the site and in the interests of the visual amenities of the locality. continued on next page :-
3.All hard and soft landscape works shall be carried out in accordance with the approved details. The works shall be carried out prior to the occupation of any part of the development or in accordance with the programme agreed with the Local Planning Authority. Any plant material which within a period of 5 years from the completion of the development dies, is removed or becomes seriously damaged or diseased shall be replaced in the next planting season with other material of similar size (where appropriate) and species, unless the Local Planning Authority gives written consent to any variation. The reason for the condition is :- To ensure satisfactory development of the site and in the interests of the visual amenities of the locality.
4.No development shall take place until details of the exact type and colour of the external materials to be used in the construction of the medical centre have been submitted to and approved in writing by the Local Planning Authority. The reason for the condition is :- In the interests of the visual amenities of the locality as precise details of these materials have not been submitted.
5.No works shall commence on the site until such time as detailed plans of the roads, footways, foul and surface water drainage have been submitted to and approved in writing by the Local Planning authority in consultation with the Highway Authority. All construction works shall be carried out in accordance with the approved plans and shall be completed prior to the medical centre being brought into use. The reason for the condition is :- To ensure satisfactory development of the site and a satisfactory standard of highway design and construction.
6.No works shall commence on site until the precise position of the accesses and layout of the visibility splays have been agreed in writing with the Local Planning Authority in consultation with the Highway Authority. The reason for the condition is :- To ensure a satisfactory standard of highway design.

In connection with condition No. 5 of this permission and notwithstanding the details indicated on Drawing No. 5625-SK24, footways should be 2 metres wide and the pedestrian route to the medical centre should cross the vehicle access at right angles - a raised table would restrict vehicle speeds at the intersection. continued on next page :-
9.2. In connection with condition No. 6 of this permission, 6m "x" distance is not a recognised dimension; 4.5m "x" distance is acceptable.
10.3. The formation of visibility splays will involve the resiting of the overhead BT line.
