1.Approval of the details of the siting, design and external appearance of the buildings, and the landscaping of the site (hereinafter called "the reserved matters") shall be obtained from the Local Planning authority before any development is commenced. The reason for the condition is :- Such details have not been submitted as part of this application.
2.Application for approval of reserved matters must be made not later than the expiration of three years beginning with the date of this permission and the development must be begun not later than whichever is the later of the following dates:- a) the expiration of five years from the date of this permission; or b) the expiration of two years from the final approval of the reserved matters or, in the case of approval on different dates, the final approval of the last such matter to be approved. The reason for the condition is :- Required to be imposed pursuant to Section 92 of the Town and Country Planning Act 1990. continued on next page :-
3.The details to be submitted in respect of condition No.1 of this permission shall include a plan indicating the positions, design, materials and type of boundary treatment to be erected. The boundary treatment shall be completed before the dwellings are occupied or in accordance with a timetable agreed in writing with the Local Planning Authority. Development shall be carried out in accordance with the approved details. The reason for the condition is :- In the interests of the residential and visual amenities of the locality.
4.None of the dwellings shall be occupied until works for the disposal of foul sewage and surface water have been provided on the site to serve the development hereby permitted, in accordance with details to be submitted to and approved in writing by the Local Planning Authority. The reason for the condition is :- To ensure satisfactory development of the site.
5.The dwellings shall not be occupied until the private access thereto and turning head have been constructed in accordance with details to be submitted to and approved in writing by the Local Planning Authority. Development shall be carried out in accordance with the approved details. The reason for the condition is :- To ensure satisfactory development of the site and a satisfactory standard of driveway construction.
6.NOTES - Please read the following notes carefully:-
7.1. There must be no provision in the details to be submitted for any direct access to Hemsby Road from the development, i.e. in addition to the main access serving the adjacent medical centre.
8.2. The turning head referred to in condition No. 5 of this permission and shown on Drawing No. 5625-SK24 should be increased in size to meet the requirements of the Fire Authority.
9.3. Attention is drawn to the contents of the attached letter from the Environment Agency
10.4. The site is the subject of a Section 106 Agreement (under the Town and Country Planning Act 1990) relating to the phasing of development in connection with the adjacent medical centre.
