1.The development to which this permission relates must be begun not later than:- (i) the expiration of five years from the date of the grant of outline planning permission; or (ii) if later, the expiration of two years from the final approval of the reserved matters or, in the case of approval on different dates, the final approval of the last such matter to be approved. The reason for this condition is:- Required to be imposed pursuant to Section 92 of the Town and Country Planning Act 1990.
2.The development shall be carried out in accordance with the layout plan Ref 2966 Drawing No. 13 Phase Two Dated October 2002 received by the Local Planning Authority 11 November 2002, the house type and garage detail plans nos. 2966-36,39,28,21,40,37 and materials stated thereon. The reason for the condition is :- For the avoidance of doubt and to secure a properly planned development.
3.Before any building takes place an "off site" surface water drainage system shall be constructed to the specification and satisfaction of the Local Planning Authority from the site to the position indicated on the approved plan. The reason for the condition is :- To ensure the construction of estate roads are of a standard suitable for adoption as County Roads.
4.No works shall commence on the site until such time as detailed plans of the roads, footways, foul and surface water sewers have been submitted to and approved by the Local Planning Authority. Any such scheme for road construction shall include the provision of fire hydrants to serve the site in accordance with a scheme to be agreed with the Local Planning Authority. All works for the construction of the fire hydrant system shall be carried out concurrently with the construction of the road network and shall be to an adoptable standard. The reason for condition is:- To ensure the construction of estate roads are of a standard suitable for adoption as County roads and to provide necessary facilities for the satisfactory development of the site.
5.No works shall be carried out on roads, footways, foul and surface water sewers otherwise than in accordance with the specifications of the Local Planning Authority. The reason for the condition is:- To ensure the construction of estate roads are of a standard suitable for adoption as County roads.
6.No dwelling shall be occupied until such time as a road and footway have been constructed from the dwelling to the adjoining County road to a standard to be agreed, in writing, with the Local Planning Authority. The reason for the condition is:- To provide the residents of the estate with satisfactory highway approaches to their property.
7.No development shall take place until there has been submitted to and approved by the Local Planning Authority in conjunction with the Highway Authority a scheme of landscaping as shown on the approved plan, which shall include indications of all existing trees and hedgerows on the land, together with the details of the means of future maintainence or maintainence agreement and details of any to be retained, together with measures for their protection in the course of development. The reason for the condition is:- In the interests of the visual amenities of the locality.
8.All planting, seeding or turfing comprised in the approved details of landscaping shall be carried out within 9 months of the occupation of the dwelling on any plot to which the planting seeding or turfing relates, and any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species, unless the Local Planning Authority gives written consent to any variation. The reason for the condition is:- In the interests of the visual amenities of the locality.
9.Before implementation of any of the traffic calming works or construction of the access roads and driveways not to be adopted, full details of the materials to be used in their construction shall be submitted to and approved in writing by the Local Planning Authority. The reason for the condition is :- To enable the Local Planning Authority to retain control over the development as such details have not yet been submitted.
10.None of the dwellings adjacent to the boundaries of the site shall first be occupied until details of the means of enclosure along the adjacent boundary have been submitted for the approval in writing of the Local Planning Authority and the approved details have been implemented. The reason for the condition is :- In the interests of the amenities of occupiers of property adjoining the application site.
11.Before any of the dwellings are constructed, full details of the height and materials of any means of enclosure between the dwellings and the highway/driveway onto which they front shall be submitted for the approval, in writing, of the Local Planning Authority and no dwelling shall be first occupied until that means of enclosure has been provided in accordance with the approved details. The reason for the condition is :- In the interests of the visual amenities of the area.
12.No dwelling shall be occupied until the garage relating to that dwelling has been completed and thereafter no business or commercial activity shall be carried out within or from that garage. The reason for the condition is :- To ensure that the development is satisfactoirily completed and in the interests of the residential amenities of the area.
13.Prior to completion of the soakage pond details of the method of fencing around the pond shall be submitted to and agreed in writing by the Local Planning Authority, the approved scheme shall be implemented on completion of the pond. The reason for the condition is :- To provide a safe environment and for the Local Planning Authority to retain control over the design.
14.During the course of the construction hereby approved, HGV wheel washing facilities shall be provided, details of which shall be submitted to and approved by the Local Planning Authority. The approved facilities shall be retained in the agreed location until the development is completed,unless otherwise agreed in writing by the Local Planning Authority. The reason for the condition is:- To prevent mud and debris from being deposited on the existing road network.
15.Prior to the occupation of any of the dwellings hereby approved the overhead electricity cables above the site shall be placed underground. The reason for the condition is :- To enhance the residential and visual amenity of the development.
