| 1. | The proposal is considered by the Local Planning Authority to be contrary to Policy SHP15 of the Adopted Version of the Great Yarmouth Borough-Wide Local Plan, in that the proposal is likely to have an adverse impact upon the residential amenity of the neighbouring residential properties by reason of an over-concentration of Class A3 uses in the locality and as a result of the increase in noise and activity, smell associated with the proposed use, together with a lack of parking to serve the proposed use of the premises during times when the neighbouring shops are in use. Moreover, it is considered that the use of the first floor would result in a development that would not be accessible for persons with disabilities, given that the premises which are accessed by one flight of stairs, also serving the adjoining dancing school, have no emergency means of escape. |
