| 1. | The site is within a conservation area and in the Adopted Version of the Great Yarmouth Borough-Wide Local Plan the following policies apply :- POLICY BNV10 The Borough Council will publish and implement proposals to improve and enhance the character and appearance of existing conservation areas particularly through the development of vacant sites. It may be necessary to use "Article 4 Directions" to control inappropriate developments that are permitted by the Town and Country Planning (General Permitted Development) Order 1995 or to use compulsory purchase powers to ensure the development of vacant sites which have been vacant for a considerable lengthof time. The Council will also give consideration to extending existing conservation areas and designating new areas where appropriate. BNV13 By the control of development, and where necessaryby initiating and/or supporting improvement schemes, the Council will retain and enhance those aspects of the existing built urban and rural environments which are fundamental to the Borough's traditional character and identity. The Council is currently investigating a scheme for the regeneration of the locality and it is considered that the proposal is premature in that it constitutes a piecemeal development of a restricted site which could be more satisfactorily redeveloped in conjunction with adjoining land on a comprehensive basis and therefore in conflict with the above mentioned policies. Continued on next page. |
| 2. | The proposal constitutes an over-development of a restricted site lacking any of off-street servicing provision and, if approved, would give rise to undue congestion of the adjacent highway and conditions detrimental to highway safety. |
