1.	The site shown for the constuction of ten dwellings is not allocated for development in the Great Yarmouth Local Plan 2001 and is outside the development boundary for Belton identified in the plan therefore the proposal is considered by the Local Planning Authority to be contrary Policy HOU10 of the Local Plan which only permits development in the countryside under exceptional circumstances for agriculture, forestry, organised recreation, or for the expansion of existing institutions, none of which have been put forward here.In addition the site is within an area identified on the proposals map 'as landscape important to the Broadland scene' which abutts the Broads Authority Executive Area - which has National Park status - and development of the site is considered to be contrary to Policy NNV2 of the Local Plan which seeks to protect the landscape from development which would have a signicant adverse impact upon the landscape character and traditional built form of the area which the Local Planning considers this to be.
