1.	Policy HOU18 of the adopted version of the Borough-Wide Local Plan states :- Extensions and alterations to dwellings will be permitted where the proposal : a) Is in keeping with the design of the existing dwelling and the character of the area ; b) Would not significantly affect the amenities of any neighbouring dwelling, and, c) Would not result in over-development of the site. The proposed siting of a substantial extension in such close proximity to the site boundary would be out of keeping with the original design concept for the low density residential development of the locality which kept the dwellings a reasonable distance away from the boundaries of the sites. Furthermore, it is considered that this would have an overbearing and unneighbourly visual impact on the neighbouring dwelling and its garden and that the proposed development would be in conflict with criteria a) and b) of Policy HOU18.
